In addition to the legal
restrictions discussed earlier, they were at a considerable disadvantage with price
competition. Since the price of visiting nursing is set higher than that of home help, recipients prefer less expensive home helpers unless their medical conditions require professional nursing services. On the other hand, a potentially serious problem arose. Home helpers who do not possess medical licenses are said to be performing medical treatment such as treatment of pressure ulcers and urinary catheter exchange. The legal boundaries between medical and non-medical services are increasingly blurred in home care settings. Some proposes that legal restrictions should be eased to enable home helpers to perform more medical services without direct supervision. However the nursing association is strongly opposing to it. |
