I believed that every policy should
be supported by scientific evidence. That is how I got the idea to develop this
paper.
I have always interested in graduated licensing system. In 1995, I reviewed the literature for a course and found that there was no solid evidence to support including passenger restrictions in graduated licensing systems. Should passenger restrictions be part of graduated licensing system? The question evolved into my doctoral dissertation. |
