Unfortunately, Shattucks’ plans were not implemented at that time because of continuing public apathy over public health, the threat to private property that would have resulted from carrying out his plan (early urban renewal), the lack of central government authority, even at the state level, the rising sectional concerns of the nation which took precedence over all other concerns, and Shattuck's inability to be an effective crusader for his cause.
