IV. Global Governance
for Health: A Proposal for a Framework Convention on Global Health
To ensure effective and
well-functioning health systems in poor countries, and to meet basic
survival needs, the international community, in partnership with
host countries, must invest in health system infrastructure. It is
not simply the amount of money spent that is important, but how
those resources are invested and used. This requires a structured
approach that sets priorities, ensures coordination, and monitors
results. The innovative use of international law could provide just
such a vehicle for change. But extant global health governance has
been inadequate, and a fresh approach is badly needed.
