This process protects privacy and allows for high-quality linkage.  Steps:
 
1.Trustee prepares files containing a scrambled record number and identifying information such as name, date of birth, and address.
 
2. Manitoba Health uses the Trustee’s file to link the person to his/her personal health identification number.  An encrypted PHIN is attached to the Trustee’s scrambled number.
 
3. After removal of all identifying information, a crosswalk file with the encrypted PHIN and the Trustee’s scrambled number is provided to MCHP.
 
4. The Trustee sends the data file to MCHP with the scrambled number.
 
5.Each file is stored separately and unlinked at MCHP.  Only authorized persons have access to the data and crosswalk files. .
