If we completely eliminate 2 of the major
toxins, who can tell me if that cigarette is less harmful? Did emissions of
other toxins increase? Will the consumer smoke it differently? No-one knows
and so the probability remains extremely high that this hypothetical
cigarette would not be any less harmful.
