Disability is a major social, economic, public health, and political issue confronting society today. Estimates of the number of disabled persons in the United States vary greatly, ranging from 27 million to 49 million. Based on data from the National Health Interview Survey, an estimated 19.4% of noninstitutionalized civilians in the United States have a disability. Almost half of these people (an estimated 24.1 million people ) can be considered to have a severe disability.
