According to Olli Miettinen; (see the slide) the best reference for a population under study at spicific time is the same population without the exposure at the same time . This is impossible so Miettinen considered the HWE problem as a comparison problen because of non using an ideal reference group. He also mentioned that if we find an ideal reference group then the HWE will not exist.
