WHO (1995) suggests the following model for an overall strategy for tobacco control. It’s three components of education, legislation and national leadership will be used to conceptualize each of the other programs in turn in subsequent slides.

Education

* Target school children from age 10 years.
* Promote peer-to-peer programs for adolescents
* Use the media for mass anti-tobacco education
* The messages should be consistent to cover heart and lung disease as well as cancer.

Legislation

* Taxation of tobacco products
* Regular price increases on tobacco products
* Legislate a ban on tobacco advertising
* Require warning labels on tobacco products
* Ban smoking in public places, and encourage the same in restaurants, transportation (eg airlines), government buildings, health care professionals’ offices, libraries, etc.
* Ban tobacco sales to minors.
* Stop subsidies to the tobacco industry
* Encourage farmers to grow alternative crops to tobacco.
* Regulate tobacco exports

National Leadership

* Encourage government and NGOs to cooperate and engage in anti-tobacco advocacy
* Encourage international collaboration on non-smoking policies and reducing tobacco trade.
