Control is the highest level of
empowerment. This level has been attained when the strategic interests of all members of
the community are being met. Participation - women and men have equal participation in decision making in all programs and policies. Awareness- women and men believe that gender roles can be changed and that gender equity is possible Access - women gain equal access to benefits and resources. Welfare is the lowest level of empowerment. At this level practical needs are being met. |
