Because of the
many emergencies with which the United Nations (and many NGOs) have been
involved, the administration is now relatively well defined. There are 10
defined ‘clusters’ which are coordinated as follows:
- Shelter IOM (International Organisation for Migration)
- Health WHO (World health Organisation)
- Food & Nutrition WFP (World Food Programme)
- Water/Sanitation UNICEF (UN Children’s Fund)
- Camp Management UNHCR or UNICEF (UN High Commissioner for Refugees or
UNICEF)
- Protection UNICEF (UN Children’s Fund)
- Education UNICEF (UN Children’s Fund)
- IT/Communications WFP (World Food Programme)
- Logistics WFP (World Food Programme)
- Reconstruction UNDP (UN Development Programme – after the emergency
phase)
In Bagh, UNHCR led the work to identify camp sites and UNICEF assisted by
organising the provision of a suitable water supply and emergency latrines
plus bathing cubicles. Even at the time of writing (early December, 2005),
the likely population in these formal camps is entirely unknown. It may
fluctuate depending on the severity of the weather. |
