High hazard and high vulnerability conditions
combined suggest that impact will be high. Conversely a weak hazard with low
vulnerability should result in a low impact. Moderate impact could be
expected with either of two combinations – strong hazard and low
vulnerability or weak hazard with high vulnerability. Reducing
vulnerabilities may have the greatest practical impact with natural hazards,
as a vulnerability reduction strategy would move High impact events into the
Moderate category (for high vulnerability situations with strong hazards) or
into the Low category (for Moderate impact with weak hazards). I would
suggest that the reverse is true for human generated hazards.
