3. To what extent will it interfere with the ability to do business

For business, the question is the degree to which the event disrupts the normal function of the business. The same concerns about the ability to operate are present in any governmental operation. For example:

… Can government agencies perform their basic missions?
… Are critical supplies available – can hospitals resupply their stocks of medicines, general services agencies provide building materials, etc.?
… Can the government pay for supplies and services it needs?
… Does the event distract from other on-going programs that are high value and high impact?
… And does this event have direct impacts on senior appointed and elected decision makers, and their ability to make the right decisions on public policy when needed?
