Several factors contribute to the failure of local government projects in making appreciable impacts. The most serious ones have to do with institutional instability and policies working at cross purposes. The paper identifies 6 policy areas in rectifying the failings.

In Niger, as in most African countries, the implementation of public policies poses enormous challenges. Local initiatives to plug the gaps are usually informal. Engaging with local informal initiatives and helping them to become institutionalized would be a better strategy than ignoring them.
