This paper reviews available literature on local democratic governance in fragile settings with an emphasis on contexts marked by protracted violent conflict. Challenges to local governance in fragile settings have dimensions of state-reconstruction, decentralization, and participatory governance.

The efficiency and equity effects of participatory decentralization are examined. Three gaps that need to be bridged for effective participation are identified: the capacity gap, the incentive gap, and the power gap. This requires both social action and institution building.
