The paper criticizes the principles of the Paris Declaration of 2005 and shows that the program is not only impractical but also a-historical. An alternative strategy is proposed to ensure that Africa will modernize its public service institutions to support democratic developmental states.

This study from Nigeria emphasizes that informal indigenous governance systems are as much structures of local indigenous governance as are traditional rulers. Their invisibility actually makes them effective. Formal and informal linkages exist between these informal institutions and formal ones.
