For local government to be an engine of development, there must be an effective link between individual and organizational performance management and indicators. Without it, there will not be employee ownership and self-efficacy to enable local governments to sustain their development initiatives.

In both South Africa and Botswana, local government is the most disadvantaged sphere of government.
