The apparent interdependence of decentralisation and smallholder participation is studied, using the case of the Tambon Administration Organisation in Thailand. Since 1990, decentralization and recentralization have alternated. Elite capture and the bureaucracy prevented effective particaption.

This study explores the impact of reservations for women in the Panchayat system in India on the performance of policy makers and on voters perceptions of this performance. The study finds that overall, villages in which leadership is reserved for women have more public goods.

A literature review was conducted to look into inclusion and exclusion and the processes as well as events that influence improved access to education in poor countries in sub-Saharan Africa and South Asia. Gaps in research on school governance and decentralization have been identified.

This article poses the question whether top-down institutional change is desirable, using the case of land tenure reform versus customary rights. It recommends adopting an agenda of gradual reform that recognizes the constraints of bottom up evolution instead of delusory top down attempts.
