Abstract:
Following the civil war in Lebanon (1975–1989) various multilateral donors initiated an ambitious programme of administrative reform. But they made a mess of it, concludes Nisrine El Ghaziri. Major players, such as the World Bank and UNDP, tended to disregard the local Lebanese context of internecine strife. However, the government, headed by businessmen such as Hariri and El Khalil, was also responsible for the lack of results.
