Abstract: Gender mainstreaming as a 'policy frame' in international relations is explained. The implementation of gender mainstreaming is looked at drawing on preliminary mainstreaming evidence in UNDP and World Bank. Difficulties of measuring gender mainstreaming, and further research are discussed.
