Abstract:
The Development Policy Review Network (DPRN) has been formed in 2004 with the aim to bridge the gap between development practitioners and researchers. The Network is funded by the Dutch Ministry of Foreign Affairs. The implementation of an external (Mid-Term) evaluation in 2007 is part of the contract with the Ministry. During the preparatory phase, it was decided that the external evaluation would focus on the following areas: (a) relevance; (b) efficiency; (c) effectiveness; (d) sustainability and (e) learning and innovation. The evaluation has been conducted by consultants from Context, international cooperation (Utrecht, The Netherlands). Much of the sustainability of the Network depends on the commitment and ownership of the members. To this end the DPRN might concentrate on process facilitation of networking and self-organisation. In addition the network might benefit from a shift from a regional to a more thematic focus as many issues are crossing the boundaries of a region. Another challenge resides in the fact that the network meetings exhibit as yet an over-representation of academic researchers, whereas policymakers, the corporate sector and practitioners are under-represented.
