Abstract:
The Policy and Operations Evaluation Department (IOB) of the Netherlands Ministry of Foreign Affairs conducted an evaluation of eight years of Dutch development cooperation with Africa, which accounted for €5.8 billion, or about half of the entire bilateral aid budget from 1998 to 2006. One of the conclusions is that development cooperation is still mainly ‘donor driven’. It is suggested that next time the aid recipient countries should be allowed to judge the development cooperation themselves.
