Abstract: This IFAD evaluation could not conclude that decentralization in Ethiopia, Tanzania, and Uganda has enhanced the impact of IFAD-assisted interventions, or made them more pro-poor or more accountable to the poor. Recommendations are made for capacity building, accountability, and project design.
