Abstract:
The Trade and Tourism Department of the People's Committee of Sa Pa District, northern Vietnam, entered into a strategic partnership with SNV to help build the department’s capacity to support the development of tourism practices and government policies that encourage the equitable distribution of profits, provide sustainable income for the district’s ethnic minority groups, and contribute to poverty alleviation in the district. A so-called Support to Sustainable Tourism Project (SST) was established. With advice from the SST project, a Tourism Information and Promotion Centre was created in 2003. SNV advised the Centre on formulating a project proposal and approaching donors; designing the Centre’s organizational structure, charter and regulations; developing personnel policies; and formulating strategic directions and action plans. The three-fold purpose of the Centre is to provide tourist information and promote Sa Pa as a tourist destination, coordinate training for local organizations and businesses, and support the development and implementation of tourism practices that help alleviate poverty. The Centre has become an intermediary between tourists and local service suppliers in the rural villages surrounding Sa Pa. It has also supported the villagers in developing, marketing and selling community-based tourist products.
