Abstract: This paper discusses the impact of Vietnam's Health Care Fund for the Poor (HCFP), which uses government revenues to finance health care for the poor. Estimates of the program’s impact suggest that HCFP has increased service utilization and has reduced the risk of catastrophic spending.
