Abstract:
This paper examines the ideologies of school inspectors, principals, and teachers in the implementation of decentralized, cluster-based educational change in post-Apartheid Namibia. It shows that the worldviews of the educationists can be characterized as authoritarian, bureaucratic, and managerial.
