Cataract is the greatest contributor to visual impairment and blindness in the region of East Africa, yet this region continues to rank last in terms of the Cataract Surgical Rate (CSR) index used to measure the rate of surgical intervention in restoring vision. The various enabling and disabling factors in four selected countries of East Africa (Ethiopia, Kenya, Rwanda and Tanzania) are identified and explored in this attempt to understand the current state of poor access to cataract surgery in this region.
