Abstract:
This compilation of articles provides the reader with a broad range of impressions and experiences with quality assurance in evaluation and measurement. New trends and challenges facing valuators and their institutions are discussed: (1) a focus on poverty and results; (2) collaboration and partnership; (3) learning from evaluation; (4) indicators and the logical framework; and (5) participatory approaches. Although evaluation and measurement are becoming increasingly important, it is not a simple matter to achieve. How do you measure progress in education and healthcare? And how do you measure an increase in democracy or an improvement of women’s position in society? Since 2001, both the discourse and the practice of evaluation have evolved in response to changes taking place in development as a whole. The appearance of a number of global initiatives, particularly the focus on the Millennium Development Goals, and an increased emphasis on poverty reduction, are two of the challenges to which evaluation practices are responding.
