Abstract:
Training to build capacity, however, has become so widely utilized, that training and capacity building as a practice, are often used interchangeably, and we frequently lose sight of the fact that training is just one of the many methodologies to build capacity. A lot of money is spent on it, but training is not undisputed and often raises questions about effectiveness, efficiency and sustainability. The Dutch NGO capacity building association, PSO is committed to enhancing capacity within partner and member organizations, and uses training as one methodology. Training is also by far the most widely used instrument by PSO member organizations, which provide or facilitate training activities with partners. The present action research aims at examining how effectively capacity is developed through training.
