Dr. ElNainay received his B.Sc. and M.Sc. in Computer Engineering from Alexandria University in 2001 and 2005, respectively, and his Ph.D. in Computer Engineering from Virginia Tech in 2009. He is currently the Dean of the Faculty of Computer Science and Engineering at Alamein International University and Adjunct Faculty at Virginia Tech, USA.

Before joining Alamein International University, he was Professor of Computer Engineering at Alexandria University, where he contributed in many initiatives. He was a co-founder and the director of the Smart Critical Infrastructure research center (SmartCI), the first multidisciplinary Research Center at Alexandria University that advances the critical infrastructure using the information and communication technologies. He was the former PI of the Artificial Intelligence Incubator, the first AI incubator at Alexandria University. He was the Representative of Alexandria University and Steering Committee Member of Borg Alarab Innovation Cluster. Elnainay was the Virginia Tech-Middle East and North Africa (VT-MENA) Associate Director for Research and Administration for more than 6 years, contributed to the success of the VT-MENA PhD program. He was a member of the Communication and Information Technology Council at the Academy of Scientific Research and Technology. He was the Alexandria University E-Learning Center Executive Director for more than 4 years.

ElNainay has an excellent research record with more than 50 international publications. His research interests include smart wireless and mobile networks, cognitive radio and cognitive networks, large scale testbeds, and software testing automation and optimization. His focus is on the use of artificial intelligence to solve problems in different domains, including communications and networking, indoor localization, and software engineering. He has been the PI, Co-PI, and senior researcher for more than 6 research projects funded by local and regional finding institutions. He was the director of the wireless research lab at Smart Critical Infrastructure Research Center. He is a senior member of IEEE and served as TPC Chair for the IEEE GCAIoT conference for 4 years and TPC steering committee member and track chair and member for various international journals and conferences.
