The average of the scores for each country’s policy and practice characteristics constituted its primary care score. The countries were found to fall into three groups: those with low scores (less than .5), those with intermediate scores (scores of .8-1.2), and those with high scores (scores 1.4 or greater). Scores were relatively stable from the first time period to the second.

Comparison of scores from the 1980s with those from the 1990s indicate relative stability and no change in the grouping of countries.
