Findings of research conducted in Tuvalu into why there is ‘zero’ political representation of Tuvaluan women in parliament are reported. Recommendations to increase women’s representation and participation at all levels of decision making and in politics in Tuvalu are suggested.

Quota policies have been adopted to increase women’s participation in political office. This paper surveys existing explanations for variations in quota implementation and draws on these to theorize three broad sets of factors: structures, practices, norms, that together affect quota impact.
