The paper shows how competing interests remain clustered around local government in ways that tend to exclude women. It also suggests that South African women do not have as secure a footing in local government structures as in other tiers of government.

Two community forests in Cameroon were shown to differ widely in economic and financial returns as a result of differences in the communities’ technical and managerial skills, access to finance, and market information, and capacity for vertical integration.

The impact of a government certification programme on land improvement was examined, using the case of Fagetalekoma in Amhara, Ethiopia. There were positive effects on women land rights, tree planting, terracing, and applying manure. No significant effect has been observed on farm productivity.
