  For perinatal and infant health, the indicators were percentage of infants born at low birthweight, neonatal mortality rate (first month of life), postneonatal mortality rate (1-11 months of life), and infant mortality (death rate in the first year of life, or neonatal plus postneonatal mortality). For low birthweight and postneonatal mortality, the better the primary care orientation of each group of countries, the better the average rank of the countries in the group. For neonatal mortality, which is more responsive to technology intensive specialty care, the middle group of countries did best, perhaps due to their greater expenditures on the health care system in general.
