A major difficulty in the government is siloing of information and knowledge.  The stove pipes appear for government agencies. In this example, each agency would generate silos of information about AIDS, not paying attention as to what the other agencies have developed. Educational materials created for the NIH are not used by the Navy, nor  AHRQ, producing high costs and redundancy. However, recycling the PowerPoint slides and making them readily available shares expert knowledge across the government.
