A very important component for an Integrated Operations system is to be able to build the supply chain of educational knowledge. In this example, suppose our USAID workers were sent to Uganda. There needs to be a rapid education of personnel about many things, one of which is AIDs.  The learning materials need to be rapidly shared. In this approach the public health experts from the USAID would be networked with the NIH and and Ministries of Health. Having trusted AIDs content from top scientists in Academia and foreign countries that  is easily can occur if  government agencies had PowerPoint on the web. The USAID slides and lectures can be recycled, and inexpensively customized for the for CDC, or the OH, rather than created from scratch by an outside defense contractor. A .gov supercourse could be a major asset to egov.
